Hoo boy, they are TIGHT in VA on the interstate restrictions & they mean it too...ramp - to ramp and good luck, you'll need it...

The upside is in Norfolk the bus goes to key hitching spots (like the base of the Chesapeake Bay bridge tunnel - where it's legal to stand...)
And Mercury Drive in Hampton on I-64...

Not much pleasant to report on VA, just remember the following key spots:
(Falls Church metro staion in D.C.: I-66)
Vienna - metrostation in D.C. = (westbound travel) I-66

Van Dorn station = I-95 to that lovely collection of bad neighborhoods *Richmond*, home of a per capita murder rate of cities 3 times it's size...and lousy transit too!
Speed thru Richmond I always say...
However, it is the main route to the tidewater from points west so you just gotta go with the flow...(Richmond does have a somewhat safe hip neighborhood called the "FAN district" but it really on a whole is the Sacramento of the east coast...)
Y'know door to door perfume salesmen and other signs of desperation...

As boardwalks go I prefer Ocean City , MD to VA Bbeach - VA puts cameras like EVERYWHERE, MAN, even on public ways...
Since VA is a commonwealth, they don't really have as many constituional rights to respect as states do...different legal system than most places...

avg crossing time I-95 N.C. to D.C. (if you're lucky): 3-5 hrs
I-64 VA Beach to Beckley, W.VA: 7-10 hrs...
Up I-81 from Bristol TN to MD: 6-8 hrs
Rt 13 (Chesapeake Bay B & tunnel to Salisbury , MD): 3-4 hrs
